Should Item Level impact Content outside Raiding? [FFXIV 6.25]

Criterion Dungeons released in Patch 6.25 have caused an uproar amongst many more casual players in the community. They want to be able to engage in content like Criterion Dungeons without a massive disadvantage compared to savage raiders. Even I've been corrected saying not everyone wants to raid savage just to be capable in other content.

Let's discuss! Cause I DON'T KNOW THE ANSWERS but I can say people have raised this concern A LOT lately!
